(一)总体目标
总体目标是把广业公司建设成为具有较强产业调控能力和资本运作能力,拥有较强核心竞争力的广东省绿色环保产业龙头企业。
近年目标:实现国有资产的保值 增值,力争年增值率10%以上。
(二)战略思路
进一步转变经济发展 方式,继续推进产业结构、资本结构和组织结构的“三大结构”调整计划,重点突破产业经营规模、重点项目建设、骨干企业培植和对外大联合发展,进一步推动公司经济结构战略性调整优化。
(三)经营三大战略
一是优化结构调整,集中资源,发展 四大主业。
环保工程装备主业以发展污水处理、垃圾处理为重点,提升“一条龙”服务水平和装备生产能力,向区域性中心城市整体发展;通过收购污水处理厂和建设营运城市垃圾处理综合利用工程,并成立合资公司,形成规模效应及技术优势,争取尽快上市。
清洁再生能源主业以发展清洁再生能源为重点,充分利用资源联合、利用生产、储运与网络资源优势,实现清洁再生能源产业规模化经营发展;
新型高效材料主业以资源开发综合利用、精细化工材料为重点,以科研力量为依托,加快科研成果的产业化进程,打造知名产品,带动产业链发展;
电子机械设备主业以汽车贸易和电子机械零部件生产延伸为重点,实现进口与出口贸易结合、产品与装备生产结合,促进主业产业链延伸发展。
二是聚合力量, 发展十大重点骨干企业。
培育一批具有自主知识产权、主业突出、核心竞争力强,在区域经济中有一定地位的重点骨干企业,不断做强做大,并发挥他们的带动力、控制力、影响力。据此,我们制定三年培植计划,十大重点骨干企业创利均超千万元。
三是下大力气,培育知名产品。
对一批有自主知识产权的高科技产品进行扩张,重点打造硫铁矿、硫酸、三氯蔗糖、南油木片、纺织原材料批发、环保工程总承包、宏大爆破、汽车零配件、铅酸电池、汽车轴承、工程招标咨询、LPG储存批发、成品油批发、太阳能发电装备及产品、污水处理和净水设备、燃料乙醇、绿色环保检测和认证、节能降耗设备和软件 等知名产品。充分利用科研院所的资源优势,组建研发中心,为打造知名产品提供强大技术支撑。
Corporate strategy
(1) Overall goal:
Guangye’s overall goal is to become Guangdong’s leading enterprise in the green and environment-protection industry, while enjoys stronger competitive capability and improved sector configuration and capital operations.
Near-term objective: To ensure the maintenance and appreciation of state-owned asset, and to achieve a 10% annual appreciation in asset value.
(2) Strategic philosophy:
Further the transformation of economic development system; continue to advance the plan of structural change in sector, capital, and organization; focus on the key breakthroughs in the following aspects: sectors’ operational scales, construction of important projects, cultivation of mainstay enterprises, and the development of external cooperation; further the strategic optimization of the company’s economic structure.
(3) The three main operational strategies:
The first strategy is to optimize structural change, and develop the four main sectors with centralized resources.
For the sector of environment protection engineering equipment, the key is to develop sewage treatment and waste management facilities; to improve the service of “integral process” and equipment productivity; to further the development in main regional cities; to set up joint ventures, acquire sewage treatment plant, construct waste management integration processing facilities, and to quickly become a listed company with technological superiority and economy of scale.
For clean renewable energy, the objective is to achieve economy of scale through resource cooperation and taking advantage of the company’s superiority in production, storage, transportation, and networking.
For high-tech materials, the key is in resource development, integrative utilization, and fine chemical materials. The objective is to create brand name products, to speed up the industrialization of scientific research, and to promote the development of industry chain.
In terms of electronic mechanical devices, the focus is on automobile trade and production extension of electronic mechanical spare parts. The objective is to achieve the integration of import and export, product and equipment, and to promote the extension and development of main industry chain.
The second strategy is to focus on the development of the top 10 core enterprises.
These enterprises are to have their own independent intellectual property rights, enjoy a strong core competitive capability, and to grow stronger and bigger. The current plan is for them to each have a net profit of at least 10 million Yuan in three years.
The third one is to develop famous brand names in the following products and services: iron pyrite, sulfuric acid, sucralose, wholesale of textile material, contract of environment protection project, demolition, auto parts, lead acid battery, auto bearing, project consultation, LPG storage and wholesale, wholesale of refined oil, solar energy electricity generation equipment and product, sewage treatment and water purification equipment, fuel alcohol, green environment protection inspection and certification, energy conservation equipment and software, etc.
